In Europe the pollution produced by a inappropriate management of waste recycle processes, and particularly to the treatment and disposal ones, it is a very important area for civil society and institutions. Therefore the European Union strategic approach in this field it is aimed at valuing waste as resource rather than a pollutant, which requires better management and utilisation. The new 2020 Strategy objective is to envisage an European Union close to a ‘recycling society aimed at avoiding waste production and which in any case uses it as a resource”. Italy has adpted the National Framework for the waste prevention (D.Dir. Min. 07/10/2013) which establishes the following prevention objectives to be achieved by 2020: 5% reduction of urban waste production per unit of GDP; 10% reduction of special and hazardous waste production per unit of GDP; 5% reduction of waste production of special non hazardous water per unit of GDP.
